South Africans continue watching with mixed feelings ranging from anxiety to amusement the power struggle for control of the ruling ANC playing out between two factions – one aligned with President Cyril Ramaphosa, the other with former president Jacob Zuma and ANC Secretary-General (SG) Ace Magashule. Whatever one’s views are, these battles are negatively impacting governance to the detriment of the country.

After his election as national President in 2018, Ramaphosa showed that he was serious about combating corruption by strengthening and supporting key institutions – including the National Prosecuting Authority and the Zondo Commission – that were investigating corrupt practices and state capture. These steps finally bore fruit on 10 November, when the NPA issued an arrest warrant for Magashule on 21 charges of fraud and corruption – associated with the so-called Free State asbestos affair which involved irregular contracts to the value of R255 million.

ARTICLE: AN UNFETTERED LOCKDOWN WILL DRAG US FURTHER INTO AN ECONOMIC MORASS

SA lockdownNo right-thinking South African doubted the necessity of the lock-down for the past three weeks. President Ramaphosa was widely lauded for his decisive and clear leadership. The majority of South Africans adhered to the regulations of the past three weeks, because we believed that the infection curve would flatten and that lives would be saved. Many excused the unintended consequences of police and defence over-reaction, and even understood that the curtailment of basic human rights may be necessary for the greater good. When our president announced a two-week extension of the lock-down, he was emphatic that some regulations would be relaxed in due course. Most of us understood the need for the extension, and we welcomed the prospect of the relaxation of the regulations to help the economy’s recovery.

ARTICLE: IT’S STILL TOO EARLY TO SAY THAT IT’S GAME OVER FOR PRESIDENT RAMAPHOSA

In a recent article, I wrote about five trends that will characterise 2020. These five are:

  • Greater centralisation and State control by the ANC government on the actions of South Africans;
  • Better investigations, charges and prosecutions by the National Prosecuting Authority (NPA) and the Hawks.
  • The gradual but definite erosion of government institutions’ ability to govern, manage, maintain and provide basic services;
  • The ongoing infighting within the ANC and its alliance partners (and accompanying attacks on President Ramaphosa); and
  • The stagnant economy (with the possibility of a downgrade lurking).

In the past week, the focus of the media and citizens has specificially been on the infighting in the ANC (no. 4 above), which was influenced and even driven by Eskom’s problems (no. 3 above).

There are few issues that are discussed as often as the success (or not) of President Cyril Ramaphosa – even during Rugby World Cup time. Everyone (except the Zuptas and EFF) wants him to succeed and believes that he will succeed. But doubts erode this trust every time something negative happens in the country: whether it’s yet another SOE demanding a lifeline, or  the case of a student raped and murdered by a public servant. And the recurring refrain is that if Cyril does not succeed soon, there will be no economy or country left to save. William Saunderson-Meyer recently posed the question: can he be referred to as Cyril the Tiger, or is he merely Puss in Boots?

It’s already old news that former President Zuma appeared before the Zondo Commission last week. He seemed to be suffering from severe amnesia, or have no opinion about most matters. 

But in addition to this news, there is another question that most right-thinking and concerned South Africans are wrestling with, and which commentators reflect upon daily. Is President Ramaphosa winning the battle to turn the country around? Is he winning his battle to reform the country, and especially the State, to save it from the clutches of the Zuptas, to help the economy recover, and to set the country on a steady course?
