MPs INVITE PUBLIC COMMENT ON KEY CONSTITUTIONAL BILLS

The FW de Klerk Foundation wishes to alert the South African public to three significant private members’ bills. Each of these bills proposes amendments to South Africa’s Constitution and are currently open for public comment.

1. Proposal to Restructure Cabinet:

Hon Athol Trollip (ActionSA) proposes: abolishing the office of Deputy Minister; increasing the number of non-MP Ministers; requiring parliamentary approval for ministerial appointments; and enabling motions of no confidence in individual Ministers. Submit comments by Sunday, 24 August 2025 to speaker@parliament.gov.za (copy parliament@actionsa.org.za).

2. Proposal to Nationalise Land and Natural Resources:

Hon Mzwanele Manyi (MK Party) proposes: making the state the custodian of all land; removing all references to “compensation” from section 25; and extending the restitution cut-off date to 6 April 1652. Submit comments by Wednesday, 27 August 2025 to speaker@parliament.gov.za (copy Amngxitama@parliament.gov.za and mmanyi@parliament.gov.za).

3. Proposal to Bar Impeached Officials from Public Office:

Hon Glynnis Breytenbach (DA) proposes: disqualifying individuals removed from judicial or Chapter 9 positions due to misconduct from holding public office. Submit comments by Saturday, 30 August 2025 to speaker@parliament.gov.za (copy legislation@da.org.za).

These bills touch on core constitutional principles. The FW de Klerk Foundation urges all South Africans to read the bills, consider their impact on their lives and participate in shaping the country’s future by commenting.
