FW DE KLERK FOUNDATION REPORT ON INTEGRITY AND OVERSIGHT IN SOUTH AFRICA’S LAW ENFORCEMENT (1994-2025)

The FW de Klerk Foundation is proud to announce the release of a new report titled “Integrity and Oversight in South Africa’s Law Enforcement: 1994-2025”. The report presents a detailed constitutional, historical and institutional analysis of the collapse in public trust and accountability across the country’s key law enforcement agencies – and charts a bold path forward.

The report investigates the constitutional mandate of bodies such as the South African Police Service (“SAPS”), the National Prosecuting Authority (“NPA”), the Hawks and IPID, tracing their evolution from the democratic transition to the 2025 SAPS crisis. It highlights shocking instability in leadership: No National Director of Public Prosecutions has completed a full term and nearly every SAPS National Commissioner has left office under a cloud of controversy. The report also draws attention to the systemic political interference, weak anti-corruption architecture and failure to implement the State Capture Commission’s recommendations.

The Foundation drafted this report to spark meaningful reform grounded in constitutional principles, merit-based appointments and institutional independence. It proposes concrete reforms, including enhanced parliamentary oversight and depoliticised leadership structures within law enforcement.

This is a time for decisive action – not more political posturing. The FW de Klerk Foundation urges all South Africans to engage with the report’s findings and recommendations and to demand a justice system that truly upholds the rule of law and law and order in general.
